The goal of our MBE/WBE program is to assure minority business enterprises (MBEs) and women’s business enterprises (WBEs) are given the opportunity to participate in contracts, procurement for supplies, equipment, and services
Weifield Group’s MBE/WBE Process
- When Weifield is acting as the prime contractor, certified MBE/WBE firms will be encouraged to submit bid proposals. When submitting the bid proposal, all MBE/WBE firms must indicate on the solicitation information sheet, they are certified and record their certification number.
- Weifield’s project manager and estimator(s) will review the submitted documentation and evaluate, according to the Reasonable Procurement (REP) process. If accepted by the MBE/WBE, bid proposal commitments must be maintained for the contract term, unless a commitment change is pre-approved by Weifield Group or the prime contractor.
- Reasonable Effort Procurement (REP) must be adhered to and is strictly evaluated. Assigned dollar amounts will be the minimums to be achieved.
The Good Faith Solicitation: The following is a summary of Weifield’s good faith efforts.
- We ensure MBE/WBEs are made aware of contracting opportunities to the fullest extent possible through outreach and recruitment activities. For Indian tribal, state, and local government recipients, this will include placing MBE/WBEs on solicitation lists.
- Maintain and update a listing of qualified MBE/WBEs to solicit for construction, equipment, services and supplies.
- Provide listings to all who request copies of the bidding or proposal documents.
- Contact appropriate sources within geographic area to identify qualified MBE/WBEs for placement on our business listings.
- Utilize other MBE/WBE listings such as those of the state’s Minority Business Office, the Small Business Administration (SBA), the Minority Business Development Agenc (MBDA) of the Department of Commerce, and the Department of Transportation (DOT).
- Make information of upcoming opportunities available to MBE/WBEs. Arrange time for contracts and establish delivery schedules to encourage and facilitate participation by Disadvantaged Business Enterprises (DBEs). This includes posting solicitations for bids or proposals for a minimum of 30 calendar days before the bid or proposal closing date when possible.
- Develop delivery schedules which may provide greater MBE/WBE participation
- Advertise through the media to facilitate MBE/WBE utilization. Such advertisements may include; subcontracting opportunities, contract employment, material suppliers, or other matter related to the project.
- Advertise in general circulation publications, trade publications, state agency publications, and MBE/WBE focused media concerning contracting opportunities on our projects. Maintain a list of MBE/WBE focused publications utilized to solicit.
- Encourage contracting with a consortium of MBE/WBEs when a contract is too large for one of the firms to handle individually.
- Notify MBE/WBEs of future procurement opportunities so they may establish bidding solicitations and procurement plans.
- Provide MBE/WBE trade organizations with summaries of solicitations.
- Provide interested MBE/WBEs with adequate plans, specifications, timing, and other requirements of the proposed projects.
- Use the services of the Small Business Administration (SBA) and the Minority Business Development Agency (MBDA).
- Use the services of outreach programs sponsored by the MBDA and/or the SBA to recruit firms for placement on DBE bidders’ list to assist these firms in the development of bid packaging.
- Seek out Minority Business Development Centers (MBDCs) to assist recipients and prime contractors in identifying MBE/WBEs for potential work opportunities.
- If we do not receive bids from any MBE/WBE firms, we record no quotes were received. A summary of our solicitation efforts may be submitted providing an account of our efforts.
